      Today’s global challenges are putting serious pressure on transport systems. From climate change and COVID-19 to conflict and macroeconomic instability, what are the implications of the current context for transport, and for the people and businesses that rely on it? How can we help the sector navigate these compounding crises? Can this be a starting point to reimagine transport and make it more inclusive, safe, sustainable, and efficient?

      These questions were at the heart of the latest Transforming Transportation conference, which took place at the World Bank’s headquarters on March 14-15. This edition marked the 20-year anniversary of the event, featuring a prestigious lineup of speakers that included government leaders, development partners, and industry experts from around the world. A record-breaking 2,800 participants attended the forum in person and virtually.       What does inclusive mobility mean?

      Hi, Marie! By inclusive mobility, we mean mobility systems that leave no one behind and are designed to meet the needs of all users. This is a key priority for the transport sector, and for global development in general. Today, 1 billion people still live more than 2 kilometers away from an all-weather road. In many cities, people do not have access to efficient and affordable public transport. And when transport infrastructure and services are available, they rarely take into account the specific needs of women, low-income residents, or persons with disabilities. For all those reasons, inclusive mobility needs to be an integral part of the global transport conversation.

      How could transport impact on overall climate emission globally ?
      Bibek kumar Bhattacharjee How could transport impact on overall climate emission ?
       
      Thank you, Bibek, this is a great question! Transport is a significant contributor to climate change, with about 20% of all greenhouse gas emissions coming from the sector. And under a business-as-usual scenario, transport emissions could continue rising by as much as 60% by 2050. That’s why it is so important for countries and development partners to take action and reverse the trend: we can’t win the race against climate change without changing the way we move!

      All the problems affecting transportation are the real cause of poverty.

      Thank you for your comment, Monica! Lack of access to efficient and reliable transport is certainly a major contributor to poverty around the world, and there is overwhelming evidence showing the linkages between connectivity, economic growth, and human development. This means that investing in transport is a great way to invest in the future, with the potential for impressive development gains. In rural Morocco, for instance, the enrollment of girls in primary school increased from 17% to 54% following the completion of a project to improve road access. Likewise, once Lima’s second metro line opens, it is estimated an additional 100,000 jobs will be available to people living in the city’s poorest districts. There are countless examples like these from all over the world that highlight how better transport can transform communities and economies.

      Why not produce more energy efficient vehicle at a much more affordable cost to the consumers and also reduce the taxes paid on them?
      Nasiff Mohammed
       
      Many thanks for your questions, Nasiff! Indeed, more energy-efficient vehicles—especially electric vehicles—tend to come with a higher price tag. That’s why 90% of EV sales today are concentrated in developed or very dynamic markets such as China, Europe, and the United States. However, our research shows that, in many developing countries, the economic case for electric mobility is already there. That is because, in many cases, the lower operating and maintenance costs associated with electric vehicles more than offset the higher upfront investment. And as the price of batteries continues to go down, the economics of EVs will become even more appealing, including in low- and middle-income countries. Our study also points out that, while most of the global conversation has been focusing on electric cars, there are other electric mobility solutions that could provide a cost-effective entry point to e-mobility in developing countries, such as e-buses and electric two- or three-wheelers.       Transportation is another major source of carbon emmissions, it is in this sector that global GHG emmissions are rising the fastest. "The role of C40" is essentially to connect cities that are trying to implement solutions to reduce carbon emmissions and to help cities to inspire each other.

      Thanks for your comment, Thamsanqa! You raise an important point: according to the latest estimates, domestic and international transport account for 20% of overall greenhouse gas emissions globally. Without rapid and decisive action, that number could grow even higher over the next few years. To avoid this scenario, we are working closely with our client countries and development partners to implement solutions that can help reduce the carbon footprint of transport while connecting more people to essential services and opportunities. This includes programs to shift cargo from roads to railways and inland waterways, financial and technical assistance to scale up electric mobility in developing countries, efforts to boost public transport, cycling, and walking… and much more!

      GC: Perhaps one of the most important factors behind the longevity of Transforming Transportation is its forward-looking nature. I recently looked back at our very first program from 2004 and was amazed to see that even then, we featured cutting-edge topics such as e-mobility and alternative fuels prominently on the agenda.

      GC: Whether it be climate change, COVID-19, conflict, supply chain disruptions, or economic shocks, the poly-crises facing the world today have had a profound impact on the global transport systems—and on the people and business that rely on it. But as difficult as the current context might be, it also provides a unique opportunity to rethink transport in a fundamental way. This might just be the impetus we need, as a global community, to take bolder and faster action on this critical agenda

      GC: These words — “green” and “inclusive”—perfectly summarize the dual challenges we have in front of us: expand access to transport so that everyone can benefit, while drastically reducing the climate impact of transport systems. In other words, provide more mobility with fewer side effects.

      GC: At the World Bank, we are working every day with clients and partners to make this vision a reality. Our portfolio is decidedly shifting toward climate-smart transport, and we are determined to keep that momentum going. The $8.3 billion in transport projects the World Bank approved over the last fiscal year, all of them featured components or interventions that contributed to climate change mitigation and/or adaptation.

      GC: I am proud of the partnerships we have built with other organizations and development partners to help advance sustainable mobility, including though our new Global Facility to Decarbonize Transport (GFDT).

      GC: The private sector will have a critical part to play in this transition as well, and we are collaborating closely with many of our client countries to create the right conditions for increased levels of private sector investment and participation in transport.

      GC: One thing that I have learned from my previous positions at the Bank thus far is that transport – or any other aspect of infrastructure for that matter - does not exist in isolation. The shift to sustainable mobility will require close integration with the energy, digital development, and other sectors. I can guarantee you that cross-sectoral coordination is not just a buzzword—it is part of our daily work.

      Ani Dasgupta, President and CEO of the World Resources Institute now takes the stage. Dasgupta is a widely-recognized leader in the areas of sustainable cities, urban design and poverty alleviation. He developed his expertise in positions ranging from nonprofits in India to the World Bank, where he developed the Bank’s first Knowledge strategy.

      AD: Amazing things happened last year. In India, 6 states came together to procure e-buses at a lower price. The Indian govt is so excited that they might purchase 50k e-buses.

      AD: Here in the US, the Biden admin put in $5M for electric school buses. In a very disruptive year, these shifts are what we need. We need to collectively bring together these shifts. If not, we won't meet our goals of climate and poverty reduction.

      BP: It's not easy to say something new in transportation. We know that we need clean and decarbonized transport, digitalization, less traffic, and more. People have a huge difficulty projecting themselves in a future that's different in the present. That's why it's important to bring a pioneering spirit to change the paradigm.

      BP talks about how those in the aviation industry told him it was impossible to fly around the world in a plane without fuel. He came back with a design for a plane that the airplane manufacturers never imagined. "We need to change the narrative. Sustainable transport and environment in general is exciting- it creates jobs, economically profitable (obliging us to modernize everything), and brings people together."

      BP: Usually an e-bus is more expensive but in the 10 years of its lifetime there is minimal maintenance. So overall there is bigger savings. This is what we wanted to prove with the Solar Impulse foundation , to select 1000 efficient solutions to protect the environment in a profitable way.

      BP: People say aviation, shipping, tall the transport industries don't care. We should federate all these industries to modernize our systems.

      Our first speaker is Oleksandr Kubrakov. Mr Kubrakov is a Ukrainian economist, civil servant and politician. He currently serves as the Deputy Prime Minister for Restoration of Ukraine - Minister for Communities, Territories and Infrastructure Development of Ukraine.

      Oleksandr Kubrakov: From the first hour of the war, the enemy targeted our infrastructure. All key airports, railways systems, bridges, were attacked.
      Moderator: Anne Elicano-Shields
       
      Oleksandr Kubrakov: This is a war of logistics. We are winning logistics at the moment. Our first priority of recovery are the bridges. Last year, we were able to repair a number of road bridges....several hundred kilometers of roads have been cleared and repaired... almost 900 railways facilities have been restored.

      Oleksandr Kubrakov: All our key industries have survived and are working. After our success last year, Russia has started attacks on our energy sector.
      Moderator: Anne Elicano-Shields
       
      Oleksandr Kubrakov: We've had problems with our energy supplies in all cities. In the most complicated days, thousands of families spent nights in subways and this continued on for several months. The role of public transportation was even more critical. With the help of the World Bank, we are looking to procure e-transport for our cities, especially those where the trams were dmaaged.

      Oleksandr Kubrakov: This year we are focusing on getting people back to cities, but we need to address their basic needs. We are working with the World Bank on procurement reform to help with anti-corruption issues.

      Anna Bjerde: This forum is dedicated to resilience and would like to take this opportunity to reaffirm the World Bank’s pledge of support to his country during this ongoing crisis. I look forward to seeing Oleksander in the next few days.

      Anna Bjerde: The situation in Ukraine illustrates the clear links between transport and resilience, Transport’s physical infrastructure needs to be able to withstand disasters – both natural and man-made; Logistics systems and supply chains need to ensure the consistent flow of goods, even in the face of extreme volatility; And finally, transport systems need to ensure continuity of critical services and mobility, even in the wake of emergencies.

      Anna Bjerde: we work with client countries to identify vulnerabilities or gaps in road, rail, maritime and aviation networks, and proactively address them. This is especially problematic for small island developing states, who are perhaps the most vulnerable to climate risk and are largely not equipped with transport backup plans. In response to these challenges, the World Bank has increased our assistance to these nations, with eight transport projects launched in small island developing states in 2019 alone.

      Anna Bjerde: An example of this in action is the World Bank-financed Bus Rapid Transit System in Dakar. While constructing the BRT, the city took the opportunity to install 40km of new drainage that will offer much better protection against flooding.

      Anna Bjerde: We also need to maintain this infrastructure to ensure its durability. One World Bank report found that the cost of road maintenance in Africa is likely to triple in the coming decades due to climate change. Ensuring sound maintenance is the first climate adaptation response because it is typically cheaper and more efficient to maintain infrastructure than rebuilding them later.

      Anna Bjerde: The World Bank is also actively engaging on modern logistics systems and supply chains. Along with the pandemic and the Russian blockade of Ukrainian ports, aging fleets, outdated procedures and missed opportunities for upgrading port technology all contribute to these now-famous bottlenecks and shortages.

      Anna Bjerde: The World Bank is working on a new generation of trade and transport connectivity projects in Sub-Saharan Africa. Informed by logistics modelling, these operations are designed to reduce the cost of food in the region and build resilience in the supply chain. These projects combine hard infrastructure investments with soft trade facilitation polices to support communities in a region where households spend 50-70% of their income on food.

      Anna Bjerde: Transport has a big role in the wake of emergencies. Even with the best laid plans, we as development professionals often cannot stop global crises from happening; but we can help countries prepare for them, to minimize damage when disaster does strike, and to rebuild stronger. In Ukraine, for example, we have mobilized more than $20 billion in assistance, to date.

      Anna Bjerde: This includes our most recent operation – an initial $50 million grant to start rebuilding transport infrastructure in the country. With additional funding of $535 million expected to follow, these efforts will help to restore essential bridges and railways, relink communities, mitigate impacts of Black Sea shipping disruptions. Specifically, the project will support the purchase of modular bridges, equipment, and materials to urgently repair damaged road-to-bridge connections and vital rail lines. It will also help to finance the purchase of flatbed wagons and additional rolling stock to expand the railway’s capacity to move cargo in containers.

      Anna Bjerde: The takeaway here is that resilience and transport go hand in hand: When transport infrastructure and systems are resilient, countries are better able to recover after tough times.

      Femi, our moderator, asks the panel about a challenge in resilience that's not connected to the pandemic.

      Aaron Farrugia: Before COVID, we understood the decarbonization was important. and we've been investing in it.

      Fardowsa Osman Egal: Our challenges are quite different. We've dealt with conflict and very bad droughts followed by famine. When it comes to transportation... Somalia doesn't have good, safe land transport so we are transporting food and goods by air to different cities. We've had shock after shock.

      Wayan Koster: In Bali, the infrastructure that we build needs to be integrated to reach all parts. The transportation should provide for the needs of local communities and tourists alike and that isn't harmful to the environment.

      Victoria Kwakwa: Climate shocks are evident in Eastern and Southern Africa. Exacerbated weather patterns are impacting all sectors and communities.

      Victoria Kwakwa: Just looking at the African region, we have big countries like DRC that have very little transport infrastructure. Going from there to thinking about resilient infrastructure... it's a heavy lift to go from nothing to thinking about making resilient transport happen.

      Victoria Kwakwa: We are helping countries think ahead. In terms of working in resilient systems, it's helping countries assess the vulnerabilities as a while, such as what we're doing in Mozambique. We're working with countries like Burundi to work multi-sectorally to bring engineering + nature based solutions.

      Franҫois Bausch: We need to ask- resilience for whom and for what? You need to prioritize your transportation planning for those who will use it.

      Actually right now we need to use like electric trains for public transport and to reduce traffic on the roads though a country like Uganda where I Live is still lagging behind because the economy is not strong so need more support from World Bank to work upon this Issue. Thanks

      Franҫois Bausch: What population in Germany discovered with the cheaper train tickets (9 euros) was that their transportation system wasn't efficient. It started a discussion on railway system and investments. There has to be a strategy in transport systems.

      We have so much & drastic climate change effects here in Pakistan during the last year affecting the lives and economics of the country, but we were not the contributors to this. How this could be avoided and restricted developed countries to affect the under developed world?

      Victoria Kwakwa,: There isn't a culture of maintenance. Governments are investing in infra and relates services but the lack of maintenance means that they're not making good investments. Transport isn't an end to itself but an enabler of livelihoods and access to social services.
