Born in Lima on 11 February 1961, he grew up in Pomalca, Chiclayo, Lambayeque. He studied Civil Engineering at the Universidad Nacional Pedro Ruiz Gallo, later transferring to the University of Piura, where he studied Industrial Engineering. He holds an MBA in Finance from the Universidad del Pacífico, and attended the Management Development Programme at the University of Piura.
He worked as a systems analyst at Banco Wiese Sudameris, Vice President of Credit and Collections at Alicorp, Corporate Credit Manager at Citibank, Founder of Perú Rail, Promoter of Colegio Los Álamos, Director of Hotel Belmond, Creator of ACRES Finance, President of the Lima Campus of the University of Piura, Executive President of Compupalace, and professor at the National University of Engineering.
He became a councillor in the Municipality of Lima for Solidaridad Nacional between 2007 and 2010. Currently, he is the elected mayor of the Metropolitan Municipality of Lima for the period 2023 - 2026.
