Staci Warden is executive director of the Global Market Development practice at the Milken Institute, where she leads initiatives on strengthening capital markets, financial inclusion, financial-market education, and innovative financial solutions to development challenges. Warden is also chair of the Rwandan Capital Markets Authority, a cabinet-appointed position. Prior to the Milken Institute, Warden spent six years at JPMorgan in London, where she ran its public-sector client franchise in EMEA, and two years in New York as part of the Sovereign DCM team. Before that, she was a director at NASDAQ and led its two market offerings for micro-cap companies, the BBX and the OTCBB. In the public and nonprofit sectors, she has served as an international economist at the U.S. Treasury Department, start-up COO of the Center for Global Development, and a development associate at the Harvard Institute for International Development and the Carnegie Endowment for International Peace.

Warden has worked or done business in over 50 countries and has served as an advisor to several ministers of finance on sovereign-wealth management, debt management, capital-market development, and financial inclusion. She speaks and writes widely on economic and financial development, financial innovation, and public sector strategy. Warden holds an MPA from the Kennedy School of Government at Harvard University and has completed her coursework for a Ph.D. in economics from Brandeis University.
