Mr. SHI Yaobin is the Vice Minister of the Ministry of Finance (MOF) of China. He is a native of Liaoning province. He got a master degree in Tax in University of Bath, and received his PhD in Economics from China Research Institute for Fiscal Science.
Mr. Shi has long working experience at MOF, and he has made outstanding contribution to China’s fiscal and tax reform. From 1993 to 2001, he served as the Deputy Director and Director at a number of divisions in the Department of Fiscal and Tax Reform, the Department of Tax Regime and Rules, and the Department of Tax Policy. From 2001-2010, he worked as Deputy Director General and Director General in the Department of Tax Policy.
From 2010 to 2011, he served as the Mayor in Xiangtan city, Hunan Province. From 2011 to 2013, he was appointed as the Director General of the Hunan Provincial Finance Department. In August 2013, he was appointed as the Vice Finance Minister of China. He also serves as a member of the Monetary Policy Committee of China, and Advisory Council Member of the Asian Development Bank Institute.
