Edwin is the Head of the OECD Division for Budgeting and Public Expenditure, which is a lead contributor to the OECD Infrastructure Project through its work on Infrastructure Governance, PPPs, capital budgeting, balance sheet management, and performance and value for money assessments. The division’s work on green and gender budgeting and on public employment and competency development offers also important tools for strengthening infrastructure governance. He formerly led OECD work on digital government, public sector innovation, indicators, and risk management. Edwin has worked for the U.S. Office of Management and Budget and holds master’s degrees from the Harvard Kennedy School and Sciences Po Paris.
