Cheikh Diba, appointed Minister of Finance and Budget of Senegal on April 5, 2024, previously served as Director of Budget Programming within Senegal’s Directorate General of the Budget and brings over 16 years of experience in public financial management. Born in Dakar in 1978, he holds a scientific baccalaureate, a master’s degree in economics from Cheikh Anta Diop University, an engineering degree in economic planning and organizational management from ENEA, advanced training in economic policy management from IDEP, and further specialization in economic and financial statistical modeling from Paris 1 Panthéon-Sorbonne (MoSEF).
A tax and domain inspector trained at Senegal’s National School of Administration, Minister Diba has held successive positions in tax audit, revenue collection, budget advisory roles, and as technical adviser to both the Director General of the Budget and the Minister of Finance, where he played a key role in implementing WAEMU public finance reforms, overseeing major projects under the Plan Sénégal Émergent, and coordinating Senegal’s economic and financial program with the IMF.
