Before joining the Data Protection Office, Vincent held a range of field positions for the ICRC in Africa, North America, Eastern Europe, the Middle East and in Asia as well as operational coordination positions, notably as Head of Unit for Protection issues related to the fight against Terrorism. He moved to senior Management and Humanitarian diplomacy positions in Beijing and as Head of the ICRC Regional Delegation for Southern Africa in Pretoria.
Beyond compliance, he is focusing on policy and R&D developments in support of a responsible digital transformation in the humanitarian sector. He is a member of the ICRC Information Security Board and of the Ethic Research Board, and he represents the ICRC within the Humanitarian Data & Trust Initiative.
He holds a Master’s degree from Paris Sorbonne Law School and studied Public Administration at the Indiana University O’Neill School of Public and Environmental Affairs; he completed an executive MBA in Economic Intelligence & Cybersecurity from the Ecole de Guerre Economique in Paris.
