Rodolfo Lacy is Deputy Secretary of Planning and Environmental Policy. He holds a PhD in Science and Environmental Engineering from the Metropolitan Autonomous University in Mexico and a M.S. in Environmental Planning from the Massachusetts Institute of Technology.

He coordinated and edited the first State of the Environment report in Mexico and is author of the book “Air Quality in the Valley of Mexico”. In 1994 he was awarded with a fellowship from the Rockefeller Foundation in the program Leadership for the Environment and Sustainable Development -LEAD. He is the founding President of the Environmental Engineers Association of Mexico, former Head of Advisors to the Minister of the Environment and Natural Resources in Mexico Research Coordinator of Energy and Environment projects in the Mario Molina Center, and General Director of Prevention and Control of Environmental Pollution in the Mexico City Government, among other positions in the public sector.
