José Rosero is the Executive Director of the National Institute of Censuses and Statistics of Ecuador and former President of the Statistical Conference of the Americas. He is a trained economist and holds a master´s degree in economics of development and a Ph.D. in economics from Amsterdam University.

He has served as Vice Minister of Social Development, as Technical Secretary of the Social Front and as Coordinator of the Integrated System of Social Indicators in his home country Ecuador. Dr. Rosero has wide experience in research and social policy design including topics such as poverty, inequality and the impact of early childhood, cash transfer and housing programs on human capital and health outcomes. He has published his research in national and international outlets including academic journals and currently is the chair of the high level group which is building the Global Action Plan for Statistics Transformation to implement the sustainable development agenda.

During his tenure at INEC he has been an advocate of the use of administrative data to overcome the data gaps to monitor development at developing countries and also an advocate of the strengthening of national statistical offices to fulfill their role as coordinators of a national statistical system.
