Leads the World Bank’s global practice on fragile and conflict-affected states as Director of the Center on Conflict, Security and Development based in Nairobi, Kenya and Washington, DC. He has more than 20 years of experience working on issues of governance, conflict, and the political economy of development. At the World Bank, he has led the governance and public sector practice in South Asia (including Afghanistan and Pakistan) and Indonesia, as well as coordinated the Bank’s response to the tsunami in Aceh and North Sumatra. Prior to the World Bank, he served as the Senior Political Counselor at the European Bank of Reconstruction and Development and as professor in the Department of Government at Harvard University and in the Department of Political Science at Columbia University. He has a PhD in political science from Columbia University and an M.Phil. from the University of Oxford.
