He holds a degree in Economics from the Autonomous Technological Institute of Mexico (ITAM). He has occupied several other positions in the financial sector such as Director of Financial Support of the Mexican Institute for the Protection of Savings and Banking Deposits  (IPAB). Subsequently, he served in the Government of the State of Mexico as General Director of Fiscal Policy and lead the Information, Planning, Programming and Evaluation Unit. In Congress, he participated in drafting the federal budget for 2010 and 2011 as Technical Secretary of the Commission of Budget and Public Accounts and, in 2012, the Elected President appointed him liaison with the Ministry of Finance for the development of the economic package 2013. He has been Undersecretary of Expenditures in the Ministry of Finance and Public Credit of Mexico since December 6th, 2012.
