Victoria is a Senior Economist in the Human Capital Project (HCP) of the World Bank. Prior to joining HCP, she led operational and analytical work in Liberia and Ethiopia, focusing on labor markets and jobs, social safety nets and social protection system building, and forced displacement. Previously, she worked in the Jobs Group, leading several jobs diagnostics, as well as in Social Protection and Jobs units in Latin America and the Caribbean, and Europe and Central Asia regions. Victoria joined the World Bank staff as a Young Professional in 2013. She graduated with honors with a Master’s in Public Policy degree from the University of Chicago’s Harris School of Public Policy.
