Sebastian Molineus is the Director of Strategy and Operations for the Global Infrastructure Vice Presidency at the World Bank. In this capacity, he helps implement global strategic priorities, including for private capital facilitation, the just energy access and transition agenda, transport decarbonization, as well as urban development and livable cities programs; oversee the day-to-day operations of the Vice Presidency; contribute to corporate priorities; and promote regional and global partnerships.
Sebastian also currently serves as the Acting Director for the Infrastructure Finance and PPPs Global Department. Previously, Sebastian was the World Bank Regional Director for the South Caucasus, where he developed the World Bank’s country strategies, managed the portfolio of lending, advisory, and convening services, coordinated with development partners, and engaged with other key stakeholders on economic growth and poverty reduction in the region.
Sebastian holds an MBA from the HEC School of Management in France, and a master’s from the University of Passau’s School of Law in Germany.
