Ram Kumar Gupta serves as Joint Secretary, Ministry of Labour & Employment, India. His responsibilities include social security of workers, the International Social Security Agreement, and the Employees Provident Fund Organization—the largest organization in the country for retirement plans. In addition, he is involved in a major labor reforms initiative launched by the Indian government to simplify various codes such as those related to wages, industrial relations, and occupational safety health.
From February 2013 to July 2016, he worked as Joint Secretary/Director, Ministry of Water Resources, River Development & Ganga Rejuvenation, handling, among other tasks, drought and inter-state water disputes. He has served in a number of other posts since joining the federal government in 1989 through the Civil Service Examination of India.
Gupta holds a bachelor’s degree in Commerce, a master’s in Economics, a bachelor’s in Law, as well as an advanced diploma in French.
