Mahmuda Begum joined the Bangladesh Civil Service in 1986. She worked as Assistant Commissioner and Magistrate in different districts of Bangladesh. Her work experience covers field administration, criminal Justices, Local Government Institutions, Land Administration and Secretariat. As a career civil servant she underwent different professional trainings in various training institutions of home and aboard.
Ms. Mahmuda’s current position is Additional Secretary, (World Bank) in Economic Relations Division, where she is entrusted with the responsibility of aid and project programming with World Bank Group.
Immediate before taking the current assignment, since December 1997 she has been serving in different capacities in the Economic Relations Division (ERD). She performed responsibilities for aid programming of European Development Partners (such as DFID, EU, KFW, Germany, Netherlands, Russia, EIB, AFD); Middle East & Africa including IDB, Nordic Countries, WFP, and IFAD. She has also experience in dealing with aid effectiveness issues including coordination of LCGs for harmonization of donor activities to make aid more effective.
As a Debt Policy Management Specialist, she worked in World Bank Administered project Deepening Medium Term Budget Framework and Strengthening Financial Accountability (DMTBF-SFA) Project under “Strengthening Public Expenditure Management Program” (SPEMP). She played instrumental role in strengthening of public debt management system in Bangladesh through installation and implementation of UNCTAD Debt Management Financial Analysis System (DMFAS). Moreover, she has a wide range of experience of conducting Debt Sustainability Analysis (DSA) and preparing a number of policy documents and concept notes including Medium Term Debt Management Strategy (MTDS), Public Debt Act, Debt Statistical Bulletin, Institutional Reforms and Management of Contingent Liabilities.
During her long career in the civil service she has acquired extensive experience in the development, design and/or implementation of foreign aided projects including health, education, power, Physical Infrastructure and Financial sector’s programmes. This professional experience paved the for her to closely work with all Development Partners providing external loans and grants in Bangladesh, as well as all Ministries using foreign aid in Bangladesh which contributed to harnessing her expertise and excellent networking capabilities. She also has a good track record of conducting effective policy dialogues.
She is an Alternate Governor of MIGA, WB-Group, a Director of the Agrani Bank Board of Directors and was an Alternate Governor of IDB
Ms. Mahmuda did her Masters in Zoology from Dhaka University. Later, she pursued another Masters in Rural Management Studies from University of Sydney, Australia in 1997.
Ms. Mahmuda is married and blessed with a son.
