Jeff Tanner, Team Leader for impact evaluations at the World Bank’s Independent Evaluation Group, has worked on issues of early childhood development at the World Bank, the MCC and RAND for over a decade, beginning with the World Development Report 2006 on Equity where he wrote the chapter recommending ECD as a rare intervention that encourages both economic growth and shared prosperity. He has led numerous experimental and quasi-experimental impact evaluations in health, education, early childhood development, agriculture, forestry, labor and migration on projects throughout Latin America (El Salvador, Honduras, Mexico, Nicaragua, Peru), Africa (Burkina Faso and Uganda), and East Asia/Pacific (Laos, Indonesia). He has completed two major systematic reviews of impact evaluation evidence from the developing world—one on interventions to reduce maternal and child mortality and another on the sustained effects of early childhood development.
He holds PhD from the RAND Graduate School and an MPA in international development from Harvard University.
