A civil-industrial engineer who graduated from the Pontificia Universidad Católica de Chile, with a master’s in industrial engineering and operations research and a doctorate in civil and environmental engineering from the University of California, Berkeley (USA).
Minister Muñoz has had a long academic career, conducting research on transport operations, public transit systems, logistics, and vehicular traffic theory, among other topics.
Before his appointment as minister, he worked as a tenured professor in the Transportation Engineering and Logistics Department at the Pontificia Universidad Católica de Chile and as Director of the Centro de Desarrollo Urbano Sustentable, CEDEUS.
He was a member of the expert committee driven by the Transportation and Telecommunications Ministry to suggest improvements to public transit and sat on the board of the Metro de Santiago and Metro Regional de Valparaíso (MERVAL).
He is recognized as an international expert in the field of transportation and mobility. He is the author of the book “Bus Rapid Transit and the Restructuring of Public Transit” (2016) and has published numerous papers in Chilean and international journals.
