Mr. Helder Lopes was sworn in as the Vice-Minister of Finance in the VI Constitutional Government of Timor-Leste on February 16, 2015.
Mr. Lopes graduated from the Universidade Nacional Timor Lorosa’e (UNTL) in 2007 with a Bachelor of Science in Agricultural Economics degree. He received his Master of Science in Agricultural Economics degree from the Michigan State University (MSU) in the US in 2010.
Prior to his appointment as the Vice-Minister, Mr. Lopes was Chief of Staff of the Ministry of Finance. Mr. Lopes teaches part-time at the UNTL, the Dili Institute of Technology and the Institute of Business on subjects ranging from microeconomics and macroeconomics to cost-benefit analysis, international trade and strategic management. Mr. Lopes published more than 10 articles on public policies and economic and rural development in Timor-Leste’s local newspapers. He also co-authored more than 25 policy briefs on economics and public finance.
