Francis joined Environment and Climate Change Canada (ECCC) in May 2018 as the Director, Climate Finance and Partnerships. Central to his role is delivering on Canada’s climate finance commitments, CAD$5.3B over 2021-2026 in support of developing countries’ transition to low-carbon economies. In his role, he also advances Canada’s engagement in strategic international partnerships such as the Powering Past Coal Alliance and the Climate and Clean Air Coalition.
