Francis Fragano is currently Regional Safeguards Adviser for the Latin America and Caribbean Region (LAC) of the World Bank and previously held the position in the South Asia Region. In addition to advising Bank staff and teams on safeguards, he coordinates the phase 3 consultations on the draft Environmental and Social Framework in his region. He is a biologist with over 25 years of experience in the environment sector and has worked previously with several development agencies including UNDP and USAID. He holds an M.S. in Environmental Science from Rutgers University.
