David Sullivan, currently Deputy General Counsel for Institutional Affairs at the World Bank, has spent more than two decades as a practitioner of public international law in the US government and in international institutions. He has served in various roles in the U.S. Department of State’s office of Legal Advisor, as Deputy General Counsel in the National Security Council in both the Bush and Obama administrations, and as the Assistant General Counsel for International Affairs in the U.S. Department of the Treasury.  He has served as lead negotiator for several international legal instruments and the establishment of several international institutions, including the establishment of the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria, where he served both on its board and in its secretariat in its initial years, establishing its legal department and operational structures.
