Daryl has spent over twenty years working in the public sector, in the areas of employee development, human resources and performance and talent management.
Currently, Daryl serves as HR Director, Employment Policy, Compensation and Systems. His Department provide an integrated approach to managing employment policy and knowledge management, driving a total rewards program, including compensation and benefits, supporting service solutions through shares services and systems, and leveraging data and insights through strengthened reporting and analytics.
Previously, Daryl served as HR Manager for the Sustainable Development Practice Groups, as well as the Latin American and Caribbean and Europe and Central Asia Regions. In this capacity, his team provided HR support and advisory services for approximately 3,000 staff and Managers.
Daryl has also served in other positions, including, HR Manager for Performance and Head, IFC HR Analytics and Systems at IFC.
Prior to joining the World Bank, Daryl spent nearly fifteen years in the US Federal government. As the Director for the Rockville Human Resources Center, with the US Department of Health and Human Services, Daryl led the personnel operations and human capital management for over 22,000 employees; including the Food and Drug Administration (FDA), the Administration for Children and Families (ACF), the Health Resources and Services Administration (HRSA), the Administration on Aging (AoA), the Substance Abuse and Mental health Services Administration (SAMHSA), the Agency for Healthcare Research and Quality (AHRQ), the Office of the Inspector General (OIG) and the Office of the Secretary.
