As a developing country, the greater population of our learners do not have digital capabilities for online learning. While smartphones or tablets and iPads can be handy for a lot of the urbanized students, our telcos cant provide the necessary bandwidth for our ICT.

How sustainable are the plans especially in developing countries who lack basic educational infrastructure including human capacity. How will world bank ensure implementation of the strategies and their evaluation. Finally, what remedial steps will world bank take if partner states do not adhere to the agreed policy frameworks to ensure compliance?
