Dr. Maheshwar Dhakal is a Senior Joint Secretary and Chief of the Climate Change Management Division, Ministry of Forests and Environment in the Government of Nepal. He has more than two decades experience in various fields of environment policy management focusing on the forest and biodiversity, climate change and international negotiations.

Dr. Dhakal has wider experience of Multilateral Environmental Agreements (MEAs) as a national focal point of Nepal namely UNFCCC, IPCC, IUCN, UNCBD, UNCCD, CITES, Ramsar Convention, and various regional organizations such as SAWEN, GTF, GTRP, GSLEP, and BIMSTEC.

Dr. Dhakal has played a leadership roles in international negotiations on climate adaptation, biodiversity preservation, and protected area governance. He also has expertise in policy and project design, implementation, and monitoring, as well as proficiency in international coordination and negotiations on environmental and climate change issues.

Currently, Dr. Dhakal serves as an Alternative Member of the Fund for Responding to Loss and Damage Fund from the LDC Group and a member of LCIPP from the Asia and Pacific Region. Dr. Dhakal holds a doctorate degree in environmental economics from the University of Tsukuba, Japan.
