Why do companies like Unilever not reveal the amount of plastics they use for packaging their products in their so called sustainability reports?

I believe every Nations should give the local communities or villages to make their own law to control Plastics pollution as today most of the people did not want to cooperate with the government because they have been tired of their political issues .but if government grant them a chance they will cooperate to fight against plastics Pollution as the law they made is their own-made law .

How comes that the inventors of the PETbottles eg Coca-Cola are not responsible to pay for the clean ups and cleaning of the oceans? They have all the profit since 1990 and now WE should pay for it?

Sorry for the Typo in the link. So my question is why are we hacking so hard at the companies for being responsible for the plastic pollution when in fact a responsible waste management by the governments and most of all the citizens would massively reduce ocean pollution?(Disclaimer - I am not working for a company -- in fact I do a plastic cleanup project)
