@Robert Lisinge: investment in good quality roads in an incentive for investment in good, clean and safe vehicles on the African continent. The underlying issue of mobility and infrastructure development goes hand in hand with the sale of cleaner and safer vehicles.

I hope the Bank does not embrace the EU's patronising & dirigiste attitude of "managing" trade and applying questionable EU "safety" standards to countries with potholed roads! Would it not be better for governments to provide services -- including better roads -- and let the market deal with whether used cars should be sold or scrapped?
