Reducing the high sulphur level in fuel would be a priority action, esp in SSA. 1). it would eliminate low quality/gross emitters into SSA market; 2). low sulphur level supports vehicles meeting EURO IV ; 3). it would result in immediate reduction on PM2.5 and other pollutants. This is part of the preliminary findings from the transport team work on a transport-AQ ASA in Ethiopia.

@Marietta Harjono: countries that have strong import standards and policies such as Ghana import cleaner and safer vehicles that are less old than the vehicles exported in countries that do not have strong import standards. Joint responsibility is also important and export countries need to step up their requirements for the export of used vehicles outside of the European Union.
