How best can rural dwellers and villagers be reached in terms of Primary health Care. Most villages don.t even have facility and where they do , no enough personnel or no personnel at all to man them?

Am looking forward to understand how the available opportunities will turn the wheels to get back to what countries had left as non viable Health systems. The PHC concept 0f 1978, was a noble and novel initiative in strengthening health systems by empowering individuals and populations to take responsibility for their health and demand accountability from providers and by extension state. A conscious raising process, unpopular with governance systems. How now is this being turned around?????I am a PhD candidate, with interest in health systems management.
