Really important point by Jaime earlier. The paper is a great collection of evidence. But ... it’s only going to help if it’s used by teams with the right expertise and depth of contextual experience. It’s a hugely valuable meta - analysis but isn’t an ‘education policy for dummies’ tool (at least not yet).

Wonderful that the panel has recognised pre-primary as a good buy, and early learning and stimulation as promising! Interesting that the paper suggests that ECE is a good buy IF it is accompanied by quality primary education to reap the long term benefit of the early investment. Would the same condition on quality education systems not apply to all other interventions? And what can we learn from education reforms that prioritised foundational skills through a continuum of pre-primary and primary? How can this be achieved?

Hello Jaime, thank you for sharing your experience in dealing with capacity building while you were running the Minister of Education in Peru. How will you approach capacity training needs assessment in Ministries of Education in the current context of COVID-19 where Education systems across the Globe and Africa in particular are required to deal not only with strengthening the operation of education systems but also the need to address issues of the well being of teachers and learners and also the need to refocus on Girls education following the negative impacts most countries have experienced during the closure of schools
