I would like to ask the Panel whether the smart buys take into account equity in cost-effectiveness. As demonstrated by the CAMFED programme, the cost to reach the most marginalised is higher but the effectiveness of the intervention increases by reaching wider audiences. This issue is almost always absent in any analysis of cost-effectiveness (and not acknowledged in the report). Thank you

Is there research that looks into how this particular intervention relates to or is impacted by constraints such as the availability of schools, distance to school, cost of schooling, school quality and choice
