Does the panel think that an intervention trialled in a small handful of the world's countries and judged to be a smart buy be marketed to policy makers and funders in all other countries, including the OECD countries, as a smart buy? If so, why?

Thank you for your sense of urgency on this. We have had to adapt quickly to the Covid-19 environment and developed some effective responses. Our request of the development community is to recognize that we need to be innovative, AND willing to use expedited processes, as well as to take some risk with MULTIPLE experimental approaches if we want to address our crisis, especially with EdTech. The evidence evaluations processes need to be streamlined and minimize long-drawn out exercises.
