How does the Bank approach its understanding of the locally-specific origins of 'weak institutions'. It seems fundamental to understand why institutions have failed, as these don't exist in an vacuum, locally, globally or historically. This seems to require a sophisticated and historically-rooted political economy analysis. What steps is the Bank taking to ensure it strengthens its capacity in this area.

In agreement with Eric Gutierrez's question and to expand, how to then strengthen institutions but which ones? Many such states have internal tensions and the government institutions may be corrupt and not trusted.
