Discussion on corruption is not often welcome in sectors which are most corrupt, for obvious reasons. How do we move the discussion from oversight agencies to sectors where corruption is rampant?

Very good point made by Transparency International: How can pressure be built by citizens or civil society to make governments accountable with regard to resources being spent during COVID-19? Should they not be made public? how can these expenditures be made more transparent as millions are being spent world wide?

The anti-corruption efforts need to be articulated in a national strategy with roles and responsibilities of each actor defined as well as a timeline for monitoring progress and measurable indicators.  That is where the World Bank can support the efforts.
