I am an Anti corruption practitioner for the last 25 years approx. MY question will be that, the corruption on infrastructure projects in poor/underdeveloped countries is more predominant. The infrastructure projects are being mainly funded by world bank, ADB,AfDB, EBRD, JBIC etc., Why these organisation cannot keep a clause that if every year for get funding , there should be a improvements in CPI, Competitive Index, ease of doing business index improvement is not there, the funding will be reviewed. This may force the countries to have stricter implementation of the anti corruption and procurement laws. as per SDG 2030. I need the esteemed panel views on this.

I have a question. For many countries world bank, ADB and other donor agencies are funding for infra projects. Why these agencies should lay a condition for stricter implementation of anti corruption laws in each country and they can also tell the improvement shall be visible in CPI, competitive index and ease of doing buiness index indices every year. If not improved they can stop funding to the government . I feel this may improve anti corruption efforts in poor and under developed countries since corruption or state capture is visible in these countries.

All is well. But the corruption thrives because bad barrels in the system is converting good apples into bad apples. How the UN will ensure atleast minimum of SDG 16 implementation in all the countries. Why world bank can deny loans to the governments when there is no yearly increase in the CPI index of the countries. This will be one way for countries of poor and under developed to implement the anti corruption measures in a strong way. Can world bank, ADB and AfDB , EBRD etc will think about this?

Are there controls and accountability that the bank placed on loan request from countries as conditionalities to envisage loopholed for corruption ? If yes are the stringent enough to ensure any envisaged loopholes are proactively taken care of in order to ensure funds loaned are spent judiciously and effectively.
