Should corruption be seen as a market problem rather than merely deficiencies of governace, especially those of poor and developing countries? Such a divide is no longer pratical and tend to localise corruption as first and foremost a domestic cancerous issue. While domestic efforts are necessary and of utmost importance, countries with tax havens and highly sophisticated bank secrecy laws share the responsible for incentivizing the deposit of corrupted assets and portfolio in their jusridictions. This should be highlighted by Bretton Woods institutions so that they are not solely producing strategies or policy recommendations ("standards") that are catering to developing or poor countries alone. Can World Bank and UNODC act beyond the agency of its stakeholders' interests? Global agenda on corruption needs to be rejuvenated with new mindset and push if the Bank really wants to do business beyond usual.

Corruption is a critical problem for global development.All International agencies and the WB group should develop a robust plan and Implementation strategies to combat global corruption with critical and effectual alignments of governments.

I have seen impact of social accountability work to reduce corruption at the local level. But social accountability tools can not stop corruption at the higher level which requires effective policies to combat corruption, rule of law and highly sophisticated tools to investigate corruption and global cooperation mechanism. It would be interesting to hear about World Bank's plans to ensure coordination between various agencies at various levels to combat corruption.
