Isn't it more effective in the fight against corruption to get rid of the middlemen.Case and point, a government requests a loan from the WBG say to build hospitals.Would it be more transparent if the WBG built the hospitals for the people and then owe the government after.The way China gives out their loans.Instead of giving you the money, they build it for you then the government is accountable for the pay.

Armel From Congo Brazzaville...In many African countries such as Congo where I live, development partners and international financial institutions have demanded that the government put in place anti-corruption bodies and mechanisms. What are or what can be the instruments and techniques for evaluating the actions of these bodies? how could we follow up to make sure they are functioning properly?
