Does the bank has a robust controls and accountability that proactively envisage loopholes for corruption and how these loopholes can be handled by both the banks and debtor country to ensure effective and judicious of funds loaned.

how to ensure check and balance including in the government budget execution when those organization who normally does the work (monitor and criticize etc) are receiving funding from government via civil society fund support and for unknown reason they have stopped criticizing or providing comments as they normally do. i dont know whether its because they dont feel comfortable to do what they normally do, OR because there is no more issues in the government?
