Experience has shown that anti-poverty programmes rarely reach the most excluded because they don't take into consideration the violations of their human rights that keep them in poverty. Our research carried out with Oxford University has shown that institutional discrimination and disempowerment are some of the factors keeping people in extreme poverty. How can the World Bank take better account of such factors?
