One of the causes of debt accumulation in African countries is how government and leading ministries may inflate the cost of goods and services. For example if the real cost of a project is $5m then it will be pegged at $8m. There’s need to develop a mechanism to monitor costs of developmental projects to make sure they reflect the true costs and not inflated costs.

There is a critical need for the World Bank to provide critical information on national debt so that as civil siciety we may intelligently engage with our governments in discussing our national debt. For example, in Zambia we don't have sufficient information on the magnitude of our national debt. We also know that much of our debt has been acquired through China, and probably the World Bank may not have control over such. My question to the World Bank is what critical information and strategies would you advise us, civil society to engage in order to forestall the monstrous debt our governments, for example the Zambian government, as accrued in less than 10 years whipping away our HIPIC achievement 10 years ago?
