Affordability, associability and relevancy from clients point of view are important to reduce digital gap. Technology and coactivity will not serve to reduce it. Only past users will take the benefits. Economic condition of clients is most important. factor. Digital skill will develop if he feel that the service will help him. All policy need to consider ground reality. present digital service is top down. It should be reversed. Can it be done?

In India though there digital connectivity (officially) however, during online classes actual picture is coming out. Many factors are influencing on it like PC, Mobile hand set, economic condition, remoteness and data price. The programs are totally top down Implementing a digital program will not close the digital gap. Accessibility, affordability and relevancy from client side should be matched to close the gape. During COVID-19, of course many people uses internet services but those which are essential for them. In my observation, in education, online teaching widen a gape between rich and poor, rural and urban. Even created frustration among many rural poor students. Can the digital services address those issues and provide solution?

On my profile picture is my rural home in Kenya without an electricity connection and a poor internet network where I have to travel for 7km to charge my phone and then go to high grounds to hold a webinar. I would wish to request the World Bank to reach out to Young Innovators in rural areas especially in Africa that address solutions to off-grid solar energy and affordable internet connectivity for all. Hi, my name is Bridget and I am from the Solomon Islands in the south Pacific. During the unprecedented time of this Covid19 pandemic most of all our schools have been affected and students left school without accessing their Course material or course content through proper form of online elearning. With the Limited network coverage over our country, which our students were deprive of their education without an online e-learning platform to enable them to continue their learning when at home. I wish to address our issue to the Digital divide team to help in connecting our rural areas to urban areas to have access to network courage and help us the local e-learning developer to push forward with our solution for the sake of our young generation.
