The reports we are discussing today are published in the World Bank Open Knowledge Repository. Volume 1 is entitled The Potential of Zero-Carbon Bunker Fuels in Developing Countries and Volume 2 is called The Role of LNG in the Transition Toward Low- and Zero-Carbon Shipping. There is also a summary for policy makers and industry called Charting a Course for Decarbonizing Maritime Transport. #ZeroCarbonShipping.

To UNCTD is there relation between carbon lavy and polluters pay from historical emissions point of view?

But today there are no carbon free fuels for larger vessels. What is the option for shipowners?

The cost of investment into fuel transition is significant and shippers will naturally transferring such costs to consumers. It is important to model it and understand the overall impact on the economy, especially in developing countries with low income. Trade off will be necessary.

1)from behavioral economics perspective, it is the comparative advantages among the alternative fuels that will drive the uptake of the fuels. So as long as LNG fuel provides this (due to e.g. cheaper price, readily available), unless there is a strong disincentive or legal restrictions from the policy makers, the demand for LNG will still be available or could keep on increasing. 2) important remark by Ms. Durant that the impact of high carbon tax might result in higher transport costs which in turn might negatively affect the economies of developing countries. In this case a transparent impact assessment on the transport costs and trade volume at detailed trade route level will be helpful. 3) Q: among the promising fuel types (green ammonia, green hydrogen, biofuels, and even synthetic carbon based fuels), have there been any descriptive studies on their potential uptakes in the long run? descriptive as in the studies do not just base itself on the normative target to reach the Paris goals (e.g. what should be) but looking at the economic viability and behaviour of heterogeneous shippers and predict the market of these promising fuels.
