Vivien is the Country Innovations Manager of the Affiliated Network for Social Accountability in East Asia and the Pacific (ANSA–EAP). She also leads the Citizen Participatory Audit project implemented with the Philippines’ Commission on Audit. Her areas of interest and experience include public finance management (participatory planning, budgeting, procurement, and audit), social accountability, anti-corruption, and policy reform.
In 2012, Php 12.0 billion worth of tourism infrastructure projects were included in the 2013 national agency budget of the Department of Public Works and Highways (DPWH) – a direct result of REID Foundation's constructive engagement activities with DPWH. In 2013, the Open Government Partnership gave her the Bright Spot Award during the London Summit for the Citizen Participatory Audit project implemented by ANSA-EAP with the Commission on Audit. The award recognized the efforts of the project to increase citizen participation in the public audit process. She was also recognized by Devex as one of the 40 under 40 International Development Leaders.
Vien is also the Project Adviser of the REID Foundation's Partnership for Better Infrastructure for Tourism Development project funded by USAID under its COMPETE program.
