Eduardo Bitran

Executive Director of Corfo, Chile, and former President of the National Innovation Council and General Director of Fundación Chile

Between 1981 and 1990 he held an academic position in the Department of Industrial Engineering of the University of Chile, performing research and diverse publications in the field of the economy of natural resources.

In March, 1990 he become the head microeconomic adviser of the Minister of Finance. In this position it was up to him to coordinate the technical work of a major Capital market reform that became law in 1994. Additionally, it was his responsibility the formulation of the railroad privatization program. He also helped in the development of the infrastructure concession program and in the strategic planning of public companies investment programs. He developed the mechanisms for the participation of institutional investors in project financing especially in the sector of infrastructure.

In March, 1994, he was appointed as General Manager of the Corporation of Promotion of Production (CORFO), who was the entity responsible for the Promotion and Development of the productive sectors of the country and of the handling of state own companies .In this position he impelled the process of privatization and Development to the regulatory framework for the privatization of the water and sanitary Sector. He reformed CORFO, separating the control of the public companies in a state separated holding and strengthens CORFO in the roll of stimulating the innovation in the private sector.

In 1997, it assumes as General Manager of Foundation Chile, institution which target is to transfer to the country innovative and commercially proven technologies, which contribute to the best use of the natural resources of Chile. In Foundation Chile he developed diverse innovative business in Biotechnology, securitization of forest assets, Agribusiness, forest, aquiculture, and ICT.

In 2006 he took up office as the Minister of Public Works where he undertook a deep reform to the system of infrastructure concessions which was approved by the National Congress. Additionally he structures a system of planning of infrastructure for enhancing competitiveness of the country.

Between 2006 and 2010 he was member of the board of the System of Public Companies in representation of the President of Chile.

Between 2008 and 2010 he was President of the National Council of Innovation throwing the Agenda of Innovation Chile 2010-2020.

Between 2010 and 2014 he was appointed professor in the school of engineering of Universidad Adolfo Ibáñez, undertaking research in Economic Regulation and Innovation Policy.

Since 2008 he is the main researcher of the Economist Intelligence Unit Private Public Partnership index (infrascope) for 19 Latin American Countries.

He has been Consultant to the World Bank, IDB, Growth Dialogue and OECD in reforming innovation Systems and public private infrastructure financing in Latin America, east Europe and Africa.

He hold several publications in the fields of Economic Regulation, infrastructure financing and development, and Innovation Policy.
