Cesar V. Purisima is a Filipino accountant and financial expert. He is the current Secretary of the Philippine Department of Finance under President Benigno Aquino III. He had been Finance Secretary during the stint of Aquino's predecessor President Gloria Macapagal-Arroyo but resigned amid the latter's involvement in the 2005 "Hello Garci scandal".
Mr. Purisima served in the government of the Republic of the Philippines as Secretary of the Department of Trade and Industry in 2004 and Secretary of the Department of Finance in 2005, and in July 1, 2010 he was reappointed as Secretary of Finance. He also served as Chair and Member of the Board of many government institutions including National Power Corporation (NAPOCOR), Land Bank of the Philippines, and Monetary Board (Bangko Sentral ng Pilipinas).
He has extensive work experience in public accounting both here and abroad. Mr. Purisima was Area Managing Partner as head of the Asia Pacific Assurance Practice of Andersen Worldwide from 2001-2002 and was Regional Managing Partner as head of the Asean operation from 2000-2001. He was member of the Global Board of Andersen Worldwide from 1999-2002 and the Global Executive Board of Ernst & Young from 2002-2004.
He was Chairman & Managing Partner of SGV & Co. until January 2004. He has various memberships in several business organizations including the Management Association of the Philippines, Philippine Institute of Certified Public Accountants, Philippine-France Business Council, Philippine-Thailand Business Council and the Makati Business Club, among others.
Mr. Purisima obtained his Bachelor of Science in Commerce, Majors in Accounting & Management of Financial Institutions from De La Salle University (1979) and his MBA from JL Kellogg Graduate School of Management, Northwestern University in Chicago, Illinois (1983). In 1979, he was among the top placers in the Philippine Board Examinations for Certified Public Accountants.
