Hon. Cesar Purisima, Secretary, Department of Finance (DOF) Secretary Purisima was appointed to his position in June 2010. He is the key architect of the Aquino administration’s economic program. His focus has been to raise revenues by improving tax and customs administration, and to assure financing for President Aquino’s social programs.

Secretary Purisima began his career in government as trade secretary in 2004 and as finance secretary in 2005. As finance secretary, an expanded value added tax was enacted, boosting government revenues. He quit his post with nine other Cabinet officials of the Arroyo administration in July 2005, at the height of a poll fraud scandal that cast doubts on the legitimacy of the term of President Gloria Macapagal-Arroyo. Purisima is a certified public accountant. Previous appointments include: chairman of a major business consultancy and auditing firm, Sycip, Gorres & Velayo (SGV), member of the Global Executive Board and Global Practice Council of Ernst & Young, and member of the board of the PNOC-Energy Development Corp.
