Mr. Niasse leads all operational activities of the tax administration in Senegal. In particular, he is responsible for all activities which relate to the management of the tax base, audits, collection and litigation. He also participates in the design of tax legislation as well as the oversight strategy of the tax administration.

Previously, he was the chief of staff of the Budget Ministry and Fund Manager for Senegal’s Special Support Fund for the Energy Sector, a fund with the mission of securing fuel supplies for power generation and financing of investments in the energy sector. The fund eased cash flow problems of Senegal’s sole refinery, which were related to operational difficulties at SENELEC, the country’s national energy company. The net effect was a significant decline in power cuts.

Between 2005 and 2012, Mr. Niasse was a technical advisor to the Minister of Economy and Finance. In that role he was responsible for monitoring issues related to taxation and the energy sector. He also has served as a tax inspector and head of a local audit unit in Senegal. He is married with two children.
