Arsenio Balisacan

Dr. Arsenio Balisacan is Secretary of the Philippine National Economic Development Authority. Secretary Balisacan previously served as the Chairperson and Chief Executive of the Philippine Competition Commission, and for three decades was a Professor of Economics at the University of the Philippines. He has authored and co-edited seven books and published nearly 100 academic papers and chapters covering wide areas of economic development, including poverty, inequality, human development, agricultural and rural development, and political economy of policy reforms in the Philippines and East Asia. Secretary Balisacan has previously been President of the Philippine Economic Society and is a lifetime member of the National Academy of Science and Technology.
